Jay Wiederhold

President

Jay was formerly the Executive Director of the state House Liquor Control Committee serving under chairmen Ron Raymond and Roy Reinard. Jay brings with him 12 years of experience in State Government, all at House of Representatives. Prior to service on the House Liquor Control Committee, Jay worked for the late Representative Karl Boyes as a staff member on the House Finance Committee for 4 years and after that as Special Projects Coordinator for, then Majority Leader John Perzel (past Speaker of the House) before taking over the Liquor Control Committee.
Jay is considered very knowledgeable in the workings of the State Legislature and has established many connections over the years. Jay is a 1994 graduate of Penn State University (BS – Public Administration) Served as 2014-2015 President of the WBAE.

Alyssa Hart

Communications Director

Alyssa earned her bachelor’s degree in Communications from Penn State University, specializing in public relations and digital media. She formally interned at Barak, Inc. a non-profit that provides opportunities for the youth and the arts in Harrisburg, PA as their Communications Intern. Alyssa has been working in the communications industry for the past six years. As PBA’s Communications Director, Alyssa is responsible for all social media platforms, monthly email series, Quarterly newsletter, annual membership directory, managing and designing the website, graphic design, public relations, education and advocacy outreach and more.

Fran O’Brien

Legal Counsel

O’Brien who is recognized for his expertise in state liquor law. Fran is a former chief counsel to the Pennsylvania Liquor Control Board from 1989 to 1997. Fran earlier served as chief counsel to the Pennsylvania State Police and as an assistant state attorney general. Fran holds a bachelor’s and law degree from Villanova University.

Shauna Boscaccy

Legal Counsel

Shauna amassed her understanding of Pennsylvania’s complex liquor laws and issues after serving as Legal Counsel and Executive Director for the Liquor Control Committee in the Pennsylvania House of Representatives.  Prior to her time in Harrisburg, she spent nearly a decade with a small litigation firm in Center City, Philadelphia. 

She obtained her Bachelor of Arts in Political Science from Gettysburg College and her Juris Doctor from Widener University – Delaware Law School and is admitted to practice law in Pennsylvania.
